Rights of children and young persons: compliance report

The Welsh Government has published its latest compliance report explaining the work undertaken to support children’s rights between April 2023 and September 2025.

The Rights of Children and Young Persons (Wales) Measure 2011 placed duties on Welsh Ministers to have due regard to children’s rights when exercising their functions, and to report on how they have complied with the duty. Under the Children’s Rights Scheme, the Welsh Government has committed to publishing a compliance report every two and a half years.

The report includes updates on the Welsh Government’s work to support children’s right to play, such as giving funding to local authorities to improve play spaces and updating Play Sufficiency Assessment documentation for local authorities. Children’s participation in Play Sufficiency Assessment surveys, and the report of the findings, also feature as a case study in the compliance report.

In a written statement, Dawn Bowden MS, Minister for Children and Social Care said:

‘The report provides an opportunity to reflect on the wide range of policies Welsh Government has taken forward to support Welsh children to realise their rights during this reporting period … We want a Wales for all children; a wonderful place to grow up, live and to work, now and in the future.’
