Update: Exceptions to childcare registration and Voluntary Approval Scheme proposal

The Welsh Government has published a summary of responses to its consultation on childcare registration exceptions and the proposed Voluntary Approval Scheme (VAS). The 12-week consultation, which took place between 11 August and 3 November 2025, sought the views of registered and unregistered providers and representative organisations, as well as children and families.

Following changes as a result of the consultation, it is anticipated that the 2026 Exceptions Order will be made in April 2026, come into force in April 2027 and will be fully enforceable by April 2028 following a year transitional period. The Welsh Government proposes to publish guidance to support the understanding and application of the 2026 Exceptions Order.

The Welsh Government recommends proceeding with development of the VAS, ensuring transparency about its aims and constraints, clarifying that it is not a substitute for registration, and supporting implementation with clear guidance and robust evaluation. The next stage of work will be to refine the details of the VAS. The anticipated target date for implementation of the VAS is April 2027.

Alongside the summary of responses, the Welsh Government has also published a short report of Young Wales’ engagement with children and young people to gather their views.
